UK startup pipeline struggles as business closures widen £3.3Bn turnover gap

The UK is failing to generate enough new businesses to replace the economic value lost through firm closures, according to the latest Cynergy Bank Business Births and Deaths Index.

Based on ONS data for January to June 2026, the Index shows that newly created businesses generated £47.8Bn in turnover during the first half of the year. However, closures removed £51.2Bn from the economy, leaving a £3.3Bn shortfall. The figures suggest the current flow of startups is not yet strong enough to combat the lost revenue and productive capacity as established firms exit the market.

The trend is mirrored in employment as new businesses created 411,962 jobs in H1 2026, while closures resulted in 459,463 job losses, a net deficit of 47,501 roles. The shortfall comes as the labour market shows signs of softening, with vacancies falling and employers adopting more cautious hiring plans. The data underscores the importance of new business formation in supporting labour market resilience.

Despite the backdrop, Cynergy Bank’s Business Health Score, which measures the ratio of business births to deaths, shows some sectors continuing to expand.

Real estate was the strongest performer in H1 2026, recording a score of 1.23 and a net gain of 1,300 businesses, reflecting resilient demand in the property market. Education followed with a score of 1.16 and a net increase of 410 businesses, pointing to sustained demand for training and skills services.

By contrast, agriculture posted the weakest score at 0.59, with 1,180 more businesses closing than opening. Wholesale (0.79) and production (0.83) also contracted, with net declines of 1,165 and 1,155 businesses respectively.

Nick Fahy, Chief Executive of Cynergy Bank, said the UK must strengthen conditions for new business creation.
